Jan Robert Schutte, the CEO of CryptoAcademy, said that the Dutch government and authority on financial markets AFM have to come up with guidelines for ICOs if they would like to keep developing this technology in the Netherlands since ICO projects have a higher chance to leave due to the lack of clarity. Currently, the Dutch government and regulators show support for the blockchain technology but warn consumers against ICOs.

Dutch finance minister advocates for an international approach to cryptocurrency regulation which focuses on new consumer protections, public documents suggest. The proposed new laws would require local exchange platforms and cryptocurrency services to register with the government help by the and of 2019 to protect the participants of ICO.
